a) Only members in good standing as stipulated in these By-Laws, have the
right to make motions and vote on affairs concerning the Association and
the disbursements of its funds.

b) Anyone in the community, regardless of standing in the Association, may
bring a matter to the attention of the Association, but only members in
good standing may decide on what action, if any, is to be taken.
